Revolutionary War Census 1778-79 - Kenn Stryker-Rodda

In the above census that was printed in the GSNJ Magazine Vol. 41, 1966, there are three acts under which some people were partially exempt from paying taxes.  Some people were exempt under all three, some under two, and some under one.  The exempts for Franklin Twp. appear on pages 30-32 and for Saddle River Twp. on pages 139-40.  These acts had to do with the militia.  Does anyone know what people had to have done to be partially exempt from paying taxes as concerns these acts.
